"All circuses, no bread" is a reference to a 1st or 2nd century CE quotation by Roman poet Juvenal, "panem et circenses" or bread and circuses, who felt that the masses were too easily distracted from national concerns by entertainment and fulfillment of the most basic needs.
In our current political climate, we're not even getting the fulfillment of basic needs, it's all distraction all the time.
